The Philippines

The Philippines, covering 298,170 km² with a population of about 116.8 million, is rapidly

expanding its infrastructure and investment landscape. Under the “Build, Better, More” program,

the government has launched over 200 flagship projects valued at around USD 176 billion,

focusing on transportation, energy, water systems, and digital connectivity. Infrastructure spending

has reached about 5–6 % of GDP, with both public and private investments driving growth

through Public-Private Partnerships (PPPs). The construction sector is among the fastest-

growing in Asia, fueled by large transport and renewable energy projects, as well as the expansion

of data centers and broadband infrastructure.

Despite this growth, the Philippines still faces infrastructure gaps compared to its ASEAN

neighbors. Its archipelagic geography, exposure to natural disasters, and limited transport network

(especially rail) pose significant challenges. However, improvements in logistics, digital

transformation, and renewable energy integration are boosting competitiveness and sustainability.

With continued policy support and foreign investment, the country aims to strengthen its economic

foundation and enhance regional connectivity, positioning itself as a major infrastructure and

investment hub in Southeast Asia.

The concentration of commercial,

residential, and private establishments in Metro Manila has resulted in slow vehicular traffic and congestion, which

significantly affects the ambient air quality.

Data analysis shows that an approximate

amount of $2.5 million/year by 2025

is to be wasted and $8.8

million/year by 2035 by not having a

solution to mitigate the problem in the future.

Traffic Pollution One of the significant causes of the pollutant

sources is vehicle emission gas - which is a harmful substance to the environment and contributes to the increasing cases of

respiratory diseases in the country and one of the highest causes of mortality rates in the

Philippines.

Without a plan to prevent this in the future, by

2025, the government will spend

approximately $362,000/year and $1.3

million/year by 2035.

Air Pollution

The economic cost is calculated by Vehicle

Operation Cost (VOC) and Travel Time Cost (TTC), and significant differences from the cost without the project indicate

the high benefit of implementing Project.

According to our study, the economic cost has the largest difference from without the

Project case, is $800,000 /day in 2025

and $1.9 million /day in 2035.

The pilot was designed to test the Software of the Solution Provider to accommodate the requirements of DE Implementation. The 5 functions are composed of EDMS,

CDE, BIM, BIM 4d Scheduling, Cost Management, Dashboard, and Instant Messaging.

Autodesk provided this software suite to address the client’s program integration requirement. They proposed ACC as the CDE that will house all these functionalities

to one source of truth, and having one data repository will give access to users of the project via the cloud system. Autodesk will provide data security and backup to

prevent data loss.

BIM Implementation

We used the BIM Models in design

checking, Clash detection and coordination.

By using these solutions, we fixed the design issues that entail cost and

delay to the project. This exercise also minimized the carbon footprint by optimizing the use of materials.

Using these processes, we have

significantly reduced and minimize rework, saving time, cost of delivery, and energy.

“Autodesk is helping us manage this significant project by providing an integrated platform to incorporate most of our enterprise solutions. With this flexibility, we can easily use different BIM design authoring tools within the network.”

Using BIM interoperability in railway projects ensures that data flows seamlessly across different software platforms and project stages, enabling multidisciplinary

collaboration among civil, structural, architectural, and systems engineers. Interoperability allows models and information f rom tools like Civil 3D, Revit, and Navisworks

to integrate into a unified environment through open data formats such as IFC, and COBie. This connectivity enhances accuracy in alignment and station design,

reduces rework during coordination, and ensures that changes in one discipline automatically update others. By promoting standardized data exchange and model-based

collaboration, BIM interoperability supports the full lifecycle of railway assets—from feasibility and detailed design to construction and maintenance—resulting in more

efficient workflows, improved quality control, and consistent information delivery aligned with ISO 19650 and other international BIM standards.

BIM provides significant benefits to

the owner by offering greater

transparency, control, and value

throughout the project lifecycle. It

enables more accurate cost

estimates and schedule forecasts,

reducing the risk of budget overruns

and delays. Owners gain better

insight into the design through 3D

visualizations, allowing for more

informed decision-making early on.

During construction, BIM helps

minimize changes and disruptions by

identifying conflicts in advance. Most

importantly, the owner receives a

detailed, data-rich as-built model that

supports efficient facility

management, maintenance, and

future renovations, ultimately

lowering long-term operational costs

and increasing the asset's value.
